Under current SOLAS V/Reg.20, cargo ships are required to be fitted with voyage data recorders (VDRs).
Under MSC.170(79), cargo ships built before 1 July 2002 and engaged on international voyages will be required to be fitted with a VDR, which may be a simplified voyage data recorder (S-VDR), according to the following implementation schedule:
• at the first scheduled drydocking after 1 July
2006, but not later than 1 July 2009, if > 20,000 gt; and
• at the first scheduled dry-docking after 1 July
2007, but not later than 1 July 2010, if > 3,000 gt but less than 20,000 gt.
The S-VDR, either fixed or float-free, should meet the standards contained in resolution MSC.163(78) and record and maintain, for a period of at least 2 years following termination of the recording, bridge and communication audio, radar, position, speed, heading, date and time
and, if radar data is not possible, AIS data.
